You should make the busybox suid root. Then, from what I understand, busybox
drops root privileges for those applets that don't need it, and retains those
privileges for applets that need it. There's a config option for that (have
no busybox source here for now, fiddle with the menu, I know there's one).

Now, I don't use that, that's just a wild guess (I'm always on the serial port
with a root shell).
