ARM NPTL support for uClibc

Hi Steve

December seems to be a bit late. We can help with testing and merging 
the NPTL branch code to mainline if you wish. As mainline is stable 
these days. It will be to the advantage of all of us
to get it in mainline as soon as we can. This way we can also resolve 
the conflicts if any we will find in different implementations.
