Secure PLTs for PPC

I have impl. support for secure PLTs(non executable PLT section)
for PowerPC.

I has been tested on a rather large number of apps/libs on 
Gentoo(thanks Solar).

I know that .29 is due soon but I would like to commit now
as else I migth loose this work. Another reason is that it affects
*crt1.o as well and its better to get in any changes to crt1 now 
than later.

What say thee?
