off-by-one bug in inet_network in uclibc-0.9.29

Hi,

propolice caught an off-by-one bug in inet_network()

While i was there, I inhanced the test a bit so it catches things like
1.1.1.257

Alternative would be to use this implementation:

I tested it, it is actually smaller than uclibc uses now, and it does a
better job.
