[PATCH] splice, vmsplice and tee for i386

Hi

We need to patch fcntl.h for all architectures where these syscalls
are wired up in kernel, otherwise it will break the build for those
architectures. I have already patched up arm
with the attached patch and tested it. I did not patch others
